DROPS Asia held its second forum in 2013 in Brunei on the 28th of November. The forum was fully sponsored and largely organized by Brunei Shell Petroleum. Over 200 people from Brunei and the region came down for the event which lasted half a morning. It was the DROPS Forum held in Brunei. The forum was facilitated by steering committee members Imran Amir from Brunei Shell Petroleum and DROPS Asia Secretary Joachim van der Meulen from Lloyd's Register.
Welcome - Michael Collins - Wells Delivery Manager - Brunei Shell Petroleum
After the safety briefing and welcome notes Michael Collins, Wells Delivery Manager for Brunei Shell Petroleum opened the forum. Michael stressed that although improvements have been made on the subject of dropped objects, incidents with the potential to cause serious harm to personnel are still regularly occurring.
DROPS Implementation - P.V. Chandra - HSE Manager - Weatherford Brunei
When talking about DROPS, there often seem to be a perception that his is entirely the responsibility of the drilling contractor to manage. Through the efforts of the DROPS Forum, it has become clear to the industry that all companies involved have a role to play. Chandra has been involved in the implementation of their DROPS programme and covered subjects in his presentation such as Re-emphasize BSP Drops Policy, Share Weatherford Drops Procedure and commitment, Use of Drops Picture Booklet, Red zone Policy & Hazard Area Identification, Means of Hazard controls, Importance of Drops Survey, Importance of Involving all stakeholders, Weatherford compliance & Initiatives, To Safeguard lives - Our assets, To achieve Zero Drops incident. TDS DROPS Workshop Outcome - Tom van Pelt - Asset Integrity & Maint. Mgt. Consultant - Lloyds Register Energy Drilling
In collaboration with BSP and NOV, Lloyd's Register Energy Drilling hosted a workshop on topdrive systems dropped objects. The workshop was prepared based on incident records and inspection data. The workshop covered 4 topics: 1 Collisions, 2 Failed fixing and securing, 3 Maintenance, Inspection and Replacement, 4 (Sub)vendor supplied parts. The outcomes of the workshop were presented at this DROPS forum and will be presented to the wider industry in the form of a whitepaper in January 2014. The presentation can be downloaded here.
DROPS maintenance integrity - Angus Munro - HSSE Team Lead (Well Engineering & CWI) - BSP
Angus shared some of the DROPS statistics of BSP which indicated a large number of incidents are related to maintenance and possible design. He encouraged all participants to re-look at their maintenance procedures for equipment at height. He also stressed the importance of adopting a red zone and no go zone policy. DROPS Asia Way Forward - Joachim van der Meulen - Secretary - DROPS Asia Chapter
DROPS Asia was established in 2009 and since then we have held 2 to 3 forums a year in the region. Membership has grown tremendously in the region and adoption of best practices been significant. Red Zone policies for example were introduced during this time and are now the norm and mandatory on most (offshore) drilling rigs. DROPS Asia has become successful through the hard work of the steering committee and the generous sponsorship of forums by various companies. In 2014, DROPS Asia would like to organize between 3 and 4 forums with potential locations Indonesia, Malaysia, India, China, Brunei and Singapore. But to manage this, we need to expand the steering committee and interested parties are hereby invited to express their interest to become a member. The presentation can be downloaded here.
Red and No-Go Zone Management Policy - Josephine Song -Integrated Gas Drops Focal Point
Since implementing its Red Zone and No-go zone policy, Shell has measured where dropped objects actually occur and concluded that 83% indeed occurred in the Red Zone or No-go Zone. This proves the effectiveness of the policy. At the same time Shell has observed a large variance of understanding and interpretation of Red Zones, Safe Zones and the objective of Rig Floor Management. Not all units have a detail Policy or Procedure about Red zones

Some are basic - not part of the Management System and not embedded in HSE Cases
Some Service Companies do not have "Red Zone Management" Polices in their work instruction / procedures for staff. The presentation can be downloaded here.
Rig T-201 / Zone management @ ground level - Ron Klunder - Rig Manager - KCA Deutag
Ron shared a range of practical tools KCAD applies for its red zone and no go zone policy. He stressed that company culture and the support of management are critical to the successful adoption of these policies. KCAD have spent significant resources into raising awareness and training in its safety policies. The presentation can be downloaded here.
Maersk Completer & Maersk Convincer - Yap Fah Heng & Rahmat Sulle - Maersk Drilling
Yap and Rahmat shared several tools Maersk Drilling employs to train and raise awareness amongst its crews. These included videos, manuals and even an interactive game. Screenshots can been viewed in the presentation. Maersk Drilling have fully integrated DROPS Management into their SAP Maintenance System including Inspection routines and references to safe working at height for routines for equipment that is installed at height. DROPS Team Presentation - Łukasz Szadkowski - NOV
NOV established its internal DROPS workgroup in 2012 with the the focus on eliminating DROPs from its equipment. Group working members from main NOV locations and meeting monthly since January 2013. Some of the activities the workgroup are involved in include:
Follow up on incidents: Identify / define the root cause for dropped objects, Implement actions from investigation to address root cause of incident both internally and with customer , Assure lessons learned and actions are implemented.
Metrics: Identify and prioritize products/equipment that will be addressed for secondary retention compliance. For senior management on the topic of dropped objects (reporting, training, forum). Identify areas where secondary retention is lacking.
Review NOV products : Ensure compliance with recognized secondary retention practices. Develop plans including timelines and resources to complete secondary retention review. Initiate appropriate update of procedures and documentation wherever appropriate.
The DROPs Group have the authority to request assistance where applicable from the NOV organization to participate and support incident investigation, assist with completion of secondary retention review, design change. The presentation can be downloaded hereor you can contact Lucasz directly here.
HSE Management & DROPS Prevention - Michael Hänsel & Thomas Kipker - Bentec
Bentec is manufacturing complete Drilling Rig solutions and is working to incorporate DROPS into the design of its rigs. They follow a detailed risk assessment process in the design which is outlined in the presentation and DROPS is carefully considered.
With every new rig a DROPS Register will be developed which will identify potential dropping objects, providing a fastening solution or second retention. Documentation by Photograph to make it easier to understand and to make it easier to compare later states with the initial situation.
